Minutes of the Meeting of Grafton Parish Council
held on 7th July 2009 at 7.15 p.m. at
Grafton School, East Grafton
Present: Mrs Dudney, Mrs Comyn, Mr Pearson, Mr Garman, Mr Beese, Mrs Brew,
Mr Hatfield, Mr Evans and Parish Clerk, Mrs Evans

The Minutes: Minutes of meeting held on 5th May 2009 were unanimously approved and signed by the Vice Chairman, Mrs Dudney.
Defibrillator Training update: Mrs Brew advised that session was very informative and all who attended learned a lot, the Instructor was extremely knowledgeable and everyone felt they could save a life after just 1.5 hours training. Two sessions remain, one in September and one in November and it is hoped more Parishioners will attend this worthwhile session. Mrs Brew advised she would prepare more promotion of the coming dates to ensure better attendance and offered great thanks to Dougie Wilcox, Phil and Tanya Baldwin and Sue Vallis for delivering Defibrillator leaflets around the Parish.
Hall Report:
(a) Progress of Building Operations: Mr Pearson advised that whilst it would appear work has come to a halt this is in fact due to works being ahead of schedule and now waiting for other areas to catch up. Roof tiling is due to begin this week, sound system and lighting is all in progress as is connection of a telephone line. Mrs Dudney is working on the Licence application. Mr Hatfield advised the meeting that the BBC Programme ‘Question Time’ is looking for venues for its next series and Mrs Dudney will make enquiries for the possibility of the opening of the new Hall being a suitable venue.
(b) Meeting Venues: Mrs Dudney advised future meetings would be held at Grafton School until the new Hall is completed.
Planning Update: Mrs Comyn prepared a list (attached).
Bedwyn Link: Mrs Evans produced a letter confirming that the Parish Council had in fact promised a donation of £150.00 this year. This was unanimously agreed.
Pewsey Area Partnership: Mr Garman advised that the name has now been changed to The Pewsey Community Area Partnership and that he had attended a very productive meeting and is now a member of the Vice Chairman’s Management Committee which reviews documents prior to being presented to the Board. It was agreed that the move to Pewsey from Marlborough would be a benefit to the community.

Any other business:
Mr Hatton informed the culvert above Wexcombe had been dug out earlier that day and appeared to work.
Mr Evans advised he would meet the Parish Steward in Grafton to discuss the bank collapsing onto the footpath making access difficult for pedestrians. At the meeting he will also discuss the Pothole problems. Mrs Brew showed a newspaper article for members of the public to report Potholes on line in which it was reported that the relevant Council’s were making repairs quicker than normal, the web site address is:

Mr Evans informed that Mr Wilcox has agreed to strim the area in front of the pond and Mrs Goodman is paying for the grass around the bench to be strimmed. Mrs Comyn will make enquiries as to who owns this land and who is responsible for the upkeep of it.
Mr Garman advised that it would not be feasible for the Parish to purchase a flashing speed sign for the A338 as the Police have informed that the Parish cannot erect them, only the Police can and this would be on the same terms as the previous installation, only a few weeks at a time and then removed.
Mrs Dudney asked for names of individuals or organisations for commemorative bricks to be installed in the new hall, these would be in recognition of work(s) done voluntarily.
Mr Dobson showed the committee two 2009 coins he had mounted in oak, the committee all agreed these would be a good idea to have placed in areas on beams in Hall for future generations to see when hall was built.
