2 | Minutes of May 20 meeting | Minutes signed as a true record. Proposed Mrs Comyn, Seconded Mr Lemon Mr Hatfield drew attention to the problems in replacing the Marten noticeboard. It was unanimously agreed to proceed with the better of 2 quotations which would be sourced speedily. Parish Councillors would be circulated with the details for comments prior to next meeting to expedite this project. |
3 | Parish Accounts | Mr Garman circulated the accounts for 2009/10. The Council unanimously accepted the figures and the accounts were signed and prepared for the auditors by Mr Garman. Proposed by Mrs Brew and seconded by Mr Lemon. |

Speed watch update
Speed in Marten | Mr Garman outlined these initiatives which were being discussed at the Pewsey Area Board meeting on July 5. The national objective to reduce street lighting by installing timers on selected lampposts would probably involve the PC in identifying these and agreeing with residents. Savings would not materialise in less than 4 years due to the costs of the equipment. Wiltshire has allocated a sum of money to provide a bus on a Friday evening for the use of youths in the area to attend clubs. It is likely that the PC will be asked to identify any requirement within the Parish. 4 sessions have been held to monitor speed in East Grafton on A338. 790 cars passed in 3hours. 44 of these exceeded 36mph. 1 travelled at 53mph. All miscreants have been reported to the police and will receive a warning letter. It is expected to repeat this exercise every 4-6 weeks. The national speed limit applies in Marten. A new MARTEN village sign has been erected to the East of the hamlet. The use of road markings and priority signs to further emphasise the narrow road is being discussed and highways are investigating funding for this. |
5 | Planning Update
Gypsy and traveller sites | Mrs Comyn provided a summary of plans applications recently received by the PC. Mrs Comyn reported that further information would be available by February 2011 and that concerns regarding the affect on Council tax and visual impacts in AONBs had been expressed. It was not clear whether this project would continue in the current economic climate. |

Acoustics | Mrs Dudney asked that the PC be made aware that neither the Friendship Club nor the Art Club had funds to pay for hiring the hall in the year 2008/9 and that the income had been written off. The proposal that “the Parish Council support the acquisition of a wooden building at the rear of the hall, between the 2 fire doors, and accept ownership of the structure thereafter” was proposed by Mrs Comyn and seconded by Mrs Brew. Unanimous acceptance followed. Mr Lemon reported on the latest enquiry regarding sound deadening and said that decisions would be made promptly after receiving a quotation to compare with those already on the table. |
7 | Defribillator Update | Mrs Brew reported that the fund stood at £1300, sufficient for half of the first installation. The sources of equipment and support funding available were being monitored and clarification was required regarding eventual ownership when approaching organisations such as the British Heart Foundation. Another event is being planned for the end of August. |
8 | Cheques | Mr Beese proposed and Mr Hatfield seconded the payment of cheques. Mr Garman expressed surprise at the requirement to pay for Data Protection and would investigate in time for the 2011 demand. Data Protection £35, Skips £222, Parish Clerk £625 |

Mr Garman explained that it was now possible to register on the Wiltshire Police web site to obtain information both on their work and local crime issues, he found the content very informative. Wiltshire have produced a “flood survey” which is to be completed by Parish Councils. Mr Lemon is going to help with this in due course. Mr Hatfield reported that highways had emptied gulleys in Wexcombe although work was not required following the very dry weather. It was agreed to ask Mr Evans to investigate on his return from holiday. |
