Minutes of the Parish Meeting of Grafton Parish Council held on 6th March, 2007 at 7.15p.m. in the Coronation Hall, East Grafton
Present: Mr Lemon, Mrs Dudney, Mr Beese, Mr. Haddrell, Mrs Fleckney,
Mrs McBride, Mr Hatfield, Mr Parkin, Mr Symons, Mr Veasey (KDC –Shalbourne Ward), Mrs Heard (Clerk) and one member of the public.
1. Apologies: Brigadier Hall (WCC)
2. The Minutes: The Minutes of the meeting of 9th January 2007 were approved (unanimous).
3. Matters Arising:
a)Traffic in Dark Lane, E.Grafton. Mr Lemon reported that a sign will soon be erected showing the road as unsuitable for heavy traffic. Brigadier Hall also left a message that he will report back on this at the AGM.
b)Wilton Flood Map. Mrs Heard advised the meeting that the Environmental Agency write that they are unable to correctly redraw the map due to budgetary constraints. The Agency have been asked how villagers should deal with matters relating to insurances or house sales while flood risk information is incomplete.
c)Costs/Savings involved in KDC’s Recycling Schemes. Mr Parkin will report back, but also advised that plastics and cardboard collections are being considered.

5. Hall Report:
a) New build/restoration –The format for the Public Meeting to take place on 9th March was discussed after the close of the PC meeting.
b)Hall Management, General – Nothing to report.
6. Cheques: a) Promotional Print Service - £73.30 (Parish Survey)
b)CPRE - £27 (Annual subs), c)Bedwyn Link - £100 (Contribution to costs) (All proposed Mrs Dudney, seconded Mrs Fleckney)
7. Election – May 2007: Councillors and prospective Councillors were reminded that nomination papers need to be submitted after 20th March but by 3rd April at the latest.
8. Provision of Community Skips: It was agreed that two more skips be ordered – one each for Wilton and The Severalls.
9. Correspondence:
a) Registrar of births, deaths and marriages – There is a proposal that this facility may relocate from Marlborough to Devizes in 2008.
b) CPRE – Entries are being invited for the Best Kept Village Competition 2007. A notice to go into parish magazines inviting entrants, closing date 1st April.
c) The National Association of Local Councils advises that the Quality Council scheme may lose its voluntary compliance status.
d) The Audit Commission is renegotiating fees for external audits, which are likely to increase.
e) Mrs McBride updated the Council on the proposed new Code of Conduct for Members.
10. A.O.B
a) The Council was pleased to note that the promised community visits by the Community Police Officers have been taking place.
b) Mr Symons reported that as a result of complaints regarding over-filling the rubbish bins at the Windmill car bay have been removed, resulting in rubbish being dumped in the layby. Mrs Heard to discuss with KDC.
